Relief may be on the way for Southwest Side residents forced to endure interminable and potentially dangerous waits at railroad crossings, some of them located near hospitals.

CSX accused of blocking crossings in Chicago, southwest suburbs

 

The city of Chicago and Evergreen Park are asking a federal agency to consider fines or other sanctions against CSX Transportation over an ongoing issue of the company's freight trains blocking railroad crossings on the city's Southwest Side and in adjacent suburbs such as Evergreen Park.

 

In their petition filed with the Surface Transportation Board, they're hoping to show the railroad hasn't lived up to conditions that board laid out in a 2013 agreement allowing CSX to take over operation of the line, which passes through Chicago communities including Beverly and Mount Greenwood.

Board rails against CSX over ongoing crossing issues

 

Instances of blocked crossings and malfunctioning gates and signals on a CSX Transportation line running through Chicago's Southwest Side and adjacent suburbs remain "troubling" despite assurances by the railroad that it's working to correct long-running problems, according to a new ruling by the federal Surface Transportation Board.

 

Monthly reports filed with the STB by the railroad continue to show "numerous instances" of grade crossing blockages lasting more than 10 minutes, as well as traffic-snarling signal issues, the board said in its decision issued Friday, which calls for more detailed reports by CSX about what is causing the problems.

 

CSX representatives also will be called to a meeting, yet to be scheduled, with STB staff in Washington, D.C., to address the ongoing blockages, the board said.

STB requires CSX to give more reports on problems

 

CSX Transportation, Inc., which was already under new regulations after complaints from local residents and officials about violating its operating agreement on a line that runs through the 19th Ward, will now have to submit even more detailed train traffic reports to the Surface Transportation Board (STB), the STB announced on Oct. 7.

 

The problems center on the Elsdon line, which travels from Riverdale in the southeast suburbs to Bedford Park and runs locally along Sacramento Avenue, at about 3000 West. There are street crossings at several major intersections in the 19th Ward and surrounding suburbs, including 111th and 103rd streets.

 

CSX purchased the line in 2013, but for several years, complaints have reported trains stopped at street crossings for several hours and blocking traffic and that crossing gates would go down for several minutes when no train was present.

Freight Trains Moving Again Through The 19th Ward, Railroad Report Says

 

 

BEVERLY — Large freight trains known to snarl traffic throughout the 19th Ward seem to moving again, according to CSX Transportation Inc.

 

The railroad that owns the Elsdon Rail Line — which runs parallel to Sacramento Avenue on the Southwest Side — submitted a monthly report to the Surface Transportation Board Tuesday.

 

Just one train stopped and blocked a crossing in the 19th Ward in December, the report said. There was also one instance of a train idling on the tracks. There were no recorded signal defaults, CSX reported to the federal regulator.

CSX officials tout improved Elsdon line

 

 

CSX Transportation Inc., which for several years has faced criticism from local residents and officials for delays on the Elsdon line, which runs through the 19th Ward and Evergreen Park, said that conditions have improved since October, after the Surface Transportation Board (STB) required CSX to provide more in-depth reports on its operations.

 

Complaints regarding the line, which runs for 22 miles from Munster, Ind., to Chicago and runs locally along Sacramento Avenue (3000 West), have included that stopped trains block crossings for more than 10 minutes, violating an agreement CSX made when purchasing the line in 2013, and false-activation of signals blocking crossings when no train was present.

 

CSX provided reports to The Beverly Review that it submitted to the STB, and CSX officials claimed the situation is improving.

 

According to the reports, from October 2016 through March 2017, there have been no more than two false signal activations, or signal faults, per month in Evergreen Park and the 19th Ward, and no more than two trains that blocked crossings for more than 13 minutes per month in Evergreen Park and the 19th Ward.
