Good thing this isn't a Talgo project or else Wisconsin's governor will kill it to save money. :P

Glenn Woods: “I have a similar opinion. The trolley lost $128,000 last year. It’s a toy. I like toys. But, it will never be useful. It’s a very expensive toy. The only thing that will bring money in the downtown area is shopping. The only thing that will ever save downtown is the stores. Just leave it there, it’s paid for, it’s costing us to run it as it is. Let’s not make it worse.”

Sixty years ago when "slash and burn" tactics by National City Lines and their allies in mis-guided urban planning were force, downtowns deteriorated once streetcar tracks and wires disappeared. Buffalo, NY, Memphis, TN, and Portland, OR are examples that show the emergence of downtown economic development when streetcars or LRVs return to commercial districts.

As for Kenosha, the diverse opinions expressed int he attached article make for interesting reading. If city's leadership wants streetcar expansion, it will have to implement at major outreach campaign so the citizen will understand the streetcar's benefits.

From O Scale Trolley Modelers:

KENOSHA, which operates an east-west belt line PCC-operated heritage streetcar line in the Wisconsin city of nearly 100,000 -- the state's fourth largest city -- is planning a north-south street railway expansion Mayor Keith Bosman acknowledges that engineering costs for utility relocation could derail the project, the "kenosha news dot com" site reports. "However, the dollars would have to run millions over the projected budget for that to happen, and that’s an unlikely scenario, Bosman added." A westward extension to the former Chrysler auto plant site might make sense but environmental cleanup of the factory location might take two to three years and there's a deadline to spend federal funds for the $10 million north-south car line.
