OMG! Seems like a nightmare scenario. Some of us are hoping to see renewed passenger use of the Stampede Pass line. Decades ago, before the superliner cars were procured and used on western long-distance trains, the empire Builder used the Stampede Pass route. I took it once, back about 1978 or so. The tunnel floor would have to be lowered to allow for use of higher and bi-level cars. Stack freight trains cannot use it at present. But the article is worrisome when it comes to focusing blame for bad incidents and meting out justice.
