Mexico seems to have the right idea. If this project were in the USA, it would be bogged down with numerous studies enriching consultants thereby delaying construction for years.

Mexico cancels high-speed rail contract

The Mexican government has cancelled a contract to build the country’s first high-speed railway just days after awarding.

In a statement, Mexico’s Secretariat of Communications and Transportation said it had annulled the 50.82 billion peso (€3 billion) contract with a consortium of Chinese, Mexican and French companies because of ‘doubts and concerns’ about the process.

Quartz, 11/7/14:

Local politics killed China’s $3.7-billion high-speed rail deal with Mexico

Mexico Suspends Multibillion Dollar High-Speed Rail Project At Center Of Political Scandal

The Mexican government postponed again, this time indefinitely, a controversial $3.7 billion dollar high-speed train project. Finance Minister Luis Videgaray made the announcement at the end of January claiming lack of funding. Mexican President Enrique Peña Nieto confirmed that the train was the victim of budget cuts. On Monday, the Ministry of Communications said the Mexican government will compensate the Chinese-led consortium that was awarded the first contract in 2014.
