Let's preface this whole thing by saying my 5 favorite words: IT'S NOT HIGH SPEED RAIL. OK read on, from WFAA-TV, Channel 8 in Dallas, TX, 1/15/14:

A proposed high speed rail between San Antonio and Monterrey is in the works.

Instead of paying for a round-trip airline ticket to Monterrey from San Antonio — which can cost at least $400 — Cuellar said a commuter could hop on a high-speed train and travel between the two cities in less than two hours.

He said it would also let the commuter skip lengthy customs lines at the airport and crowded border patrol check points.

Now. This is a whole off-topic non-train issue, but with the problems we have with illegal immigration, does anyone think for a moment that we will allow people to travel freely over the borders without customs inspections? And now we're introducing the word "commuter" as well. Intercity traveler would be the proper terminology. All this article does is to confuse the public and give them false expectations.

Legislature Could Kill Proposal For SA-Monterrey Rail 

The project would be the first passenger rail line to cross the U.S-Mexico border. Cuellar touts it as a job creator. Tourist attraction honchos in SA have already asked about the project's progress, eager to investigate its potential to bring in more crowds.

While the thought of pre-clearance is mentioned, this still takes time whether it is done in the sterile area of a train station or at the border.  And that time negates the benefits of so-called high speed rail. I will echo what I said above and have said throughout. One must walk before they can run. I see no rail service now between San Antonio and Monterrey existing, so there is nothing to improve upon.  There are so many people crossing the border illegally, so why give them a vehicle to do it upon (and presumably quickly)?
