Imagine the potential once the tourist market is tapped. If they could get LRT to the hotel district on the New York side of the Falls, people could then walk across the Rainbow Bridge to the attractions on the Ontario side.
Sounds like a good idea. Possibly could help with farebox recovery.

Here is the story. It would be great if they could find their way to Niagara Falls, too.The U.S. government has agreed to change the terms of a $1.2 million federal grant to allow the Niagara Frontier Transportation Authority to speed up its study of building a mass transit link between downtown Buffalo and Amherst.

From O Scale Trolley Modelers:
BUFFALO News reports that support is building to extend the city's starter light rail line which mostly operates in an LRV subway and only has surface tracks downtown. The proposal is to connect to suburban Amherst on a surface alignment. Buffalo operates the longest four-axle LRVs in North America. "If rail is selected, it will prove expensive. The 6.4-mile line serving the City of Buffalo cost $535 million to build more than three decades ago. The Niagara Falls Boulevard rail extension to the North Campus would total 5.6 miles, while the Millersport extension."

SNIP:
Erie County Legislator Ed Rath, says he wants more information.
In a statement he said:
"While this issue has been talked about often in the past, it hasn't moved forward. I looked forward to hearing more details about the proposal."
Ain't that the truth. Hopefully this time around, Buffalo get the funding it needs to expand rail transit. Sloan

Yes Sloan the existing Metro light rail was only supposed to be a starter line. I could foresee extensions perhaps to the Buffalo International Airport, and maybe up to Niagara Falls, although getting across the rivers around Grand Island might be a challenge without new bridges.
