Blumenthal calls for PTC in rail terminals

U.S. Sen. Richard Blumenthal is calling on federal rail regulators to re-examine exemptions that allow commuter railroads such as Metro-North to skip installing positive train control at passenger terminals.

He maintains that the life-saving system could have prevented the recent New Jersey platform crash that killed a woman and injured 110 commuters.

The Washington Post,  11/1:

Senator questions exemptions to automatic-braking technology requirement

Sen. Richard Blumenthal has asked federal regulators to reexamine a policy of granting exemptions to requirements for automatic braking technology, following a deadly crash at the New Jersey Transit railway station that had received such an exemption.

Blumenthal (D-Conn.) wrote to Sarah Feinberg, administrator of the Federal Railroad Administration this week, asking why New Jersey Transit was not required to install the system — known as positive train control (PTC) — in the Hoboken terminal where a train crashed Sept. 29, killing a woman on the platform and injuring more than 100 passengers.

Blumenthal asked “whether FRA should continue to allow an exemption from the PTC mandate for passenger terminals.”

Engineer in Hoboken train crash had undiagnosed sleep apnea, AP reports

Two U.S. officials say the engineer of a commuter train that slammed into a New Jersey station at double the 10 mph speed limit, killing a woman, suffered from undiagnosed sleep apnea. One of the officials says investigators are looking at it as a potential cause.

I visited Hoboken today, first time since this incident.     There is a big wall painted green blocking off the main concourse beyond Track 7.  To continue one must turn right and walk through the waiting room and the narrow corridor out to Warrington Plaza outside, and then re-enter to get to Tracks 1-4.

What's beyond the wall?    I managed to get the following view from the Tracks 3/4 platform.  The damaged area with the debris having been cleared is totally open to the outside elements.

New York, NY Times, 11/16/16:

Engineer in Hoboken Train Crash Had Undiagnosed Sleep Disorder, Lawyer Says

The engineer of a New Jersey Transit train that crashed into Hoboken Terminal in September had an undiagnosed sleep disorder, his lawyer said on Wednesday.

This story alludes to a now similar situation with the Metro North Hudson Line crash on the Spuyten Duyvil curve in 2013. The word undiagnosed is the scary part, because one does not know how many engineers may be operating trains with the condition without knowing it.  I would think it may be mandatory doctor exams more often when this condition could be discovered before another incident like this can re-occur.

CBS News New York, 11/21:

NJ TRANSIT Will No Longer Allow Engineers Who Exhibit Symptoms Of Sleep Apnea To Operate Trains

HOBOKEN, N.J. (CBSNewYork/AP) — NJ TRANSIT announced Monday that it is no longer allowing its engineers who exhibit symptoms of sleep apnea to operate trains pending diagnosis and treatment.

As WCBS 880’s Kelly Waldron reported, NJ TRANSIT said in a statement that the change was made last month, and was the result of a new staff position taking a look at the physical exam process.

It was also part of the proactive measures following the deadly Hoboken train crash in September, in which the engineer was later found to have sleep apnea, NJ TRANSIT said.
