Alexandria staff picks its preferred Potomac Yard Metro station site

Alexandria staff's pick for a new Potomac Yard Metro station site is the one that promises the biggest bang for the buck, the one the area's largest landowners wanted, and the one those landowners have agreed to partially fund.

 

Of the four potential sites reviewed as part of the Environmental Impact Statement process, the selected Alternative B "yields the most economic benefit for the city," according to the staff report, issued Friday. Located just east of the existing CSX tracks, a quarter mile from the whole of the big box-dominated North Potomac Yard shopping center, the $268 million Alternative B would place Metro closest to the most potential new development still to come in the area.

 

"Alternative B puts the Metrorail station within .25 mile of the most development and creates the best opportunity for smart growth and a walkable, compact, urban community," per that report.  .  .  .

Alexandria City Council picks a Potomac Yard Metro site

 

The Alexandria City Council on Wednesday unanimously selected its preferred location for the Potomac Yard Metro station — the alternative that promises to create the most new development, jobs and tax revenue for the city.

 

Following along with city staff’s recommendation, the council went with the $268 million Alternative B, an at-grade station to be sited just east of the CSX tracks and a short walk from the North Potomac Yard shopping center. The Blue and Yellow line station, which could open as soon as late 2018, is expected to generate 26,400 jobs and 13 million square feet of new development. Alternative B has been the frontrunner really since this process began six-plus years ago.

 

“This is a big plan. It’s a huge plan,” said Councilman Justin Wilson. “It’s a big investment in the future of the city and I think it’s enormously exciting.”

 

The next step for the city and its federal partners is to finalize the Environmental Impact Statement, which is expected to be released by winter.

This reminds me of the Assembly station along MBTA's Orange Line.  It too was built as an in-fill station built to serve a redeveloped shopping site. In the Massachusetts case it was a failed regional shopping mall that was leveled and turned into an outdoor shopping village, Assembly Row.  Potomac Yards is of course the redevelopment of the former Richmond, Fredericksburg, & Potomac freight train yards into mixed use development, mostly retail.  A stop at this location will give passengers a way to get there from the entire Metrorail system without having to switch to a bus. While it is a shame that the streetcar along Columbia Pike could not happen, this Metro station stop is probably the best the area could hope for.

 

Both are clear examples of TOD. However it's the chicken and egg (which came first?) routine all over again.  Did the in-fill station (or promise of one) spur development, or did the development bring about the station?

Alexandria gets federal clearance to build Potomac Yard Metro station

 

The National Park Service and Federal Highway Administration have given Alexandria clearance to build a Metro station in the city’s growing Potomac Yard community.

 

After a series of delays, the federal agencies signed a Record of Decision this week supporting the construction of the Potomac Yard Metro station, a project that the city says is needed to increase transportation choices and accelerate transit-oriented development.

 

Alexandria can now move into design and construction of the $268-million Metro station, slated for a 2020 opening.

Potomac Yard Metrorail Station Planning

 

An infill Metrorail station is being planned for the Potomac Yard development along the yellow and blue lines. The project is currently completing the environmental review process and beginning development of conceptual design. A working group has been established to coordinate with City staff on the project. Potomac Yard Metro station delayed again, now likely to open in 2021

 

 

A plan to build a Metro station in Alexandria’s growing Potomac Yard community is moving along, but the projected opening has again been pushed back, this time to spring 2021.

 

Alexandria officials said the latest delay came when transit officials determined more time than anticipated would be needed to award a contract.

Budget rises for new Potomac Yard Metro station

 

 

WASHINGTON — Plans to build a new Metro station at Potomac Yard in Alexandria, Virginia, took a crucial step forward Tuesday.

 

Alexandria City Council unanimously approved raising the budget from $268 million to $320 million. The change was made in part to reflect the rising cost of materials and labor.

Alexandrians battle over who knew what when in Potomac Yard Metro cuts

 

 

The release of hundreds of emails about the Potomac Yard Metro station has sparked a battle between Alexandria residents who say city officials lied to them and a municipal government caught between a promise of confidentiality and demands for transparency.

 

The emails, made public this week in response to a ­public-records request by neighborhood residents, show that Alexandria officials knew early last summer that the planned station could lose its south entrance, closest to hundreds of existing residences. The public learned of the change last month. That delay, as well as the loss of the entrance, has enraged residents, many of whom were counting on easy access to the transit station.

The elimination of the entrance was accidentally made public in April, after the Metro board published a committee agenda that included a rendering of the station without the entrance.

At the same time, council member Paul Smedberg (D), the city’s appointee to the Metro board, began hearing from people who thought there would be no access to the Metro station from the west side of the tracks. He directed his aide to respond to emailed inquiries by saying there would be access.

 

The whole Potomac Yards complex sits west of the tracks..... and by tracks one means not only the Metro tracks used by the Yellow and Blue Lines, but also the adjacent CSX tracks used by freight trains, VRE, and Amtrak.  Thus such an in-fill station would have to have access either over or underneath the CSX line to access Potomac Yards.  Perhaps this is where they said that the southern entrance/exit would run into money --- because another bridge or tunnel would be necessary to get people from one side of CSX to the other safely.  Ross correct me if I am wrong, but there's nothing on the east side of the tracks but maybe the southern tip of Reagan National Airport property, and a strip of land along the Potomac River. Therefore, there would be no access on the east side, so it would have to be on the west side of the railroad right of way.

 

It could be construed as misrepresentation all along if people were lured into buying homes or business based on the notion of being adjacent to a Metro station entrance -- although 1/3 mile is not really that far of a walk if they end up with only a northern access point.
