Train 89, the Palmetto, is on Sundays the first hourly train of the day.  It is preceeded by Train 65, the overnight Northeast Regional, about three hours prior. Obviously 65 didn't hit anything, so whatever happened that fouled the track in front of 89 happened in those 3 hours.

Train 89 also carries local Northeast Corridor passengers in addition to its medium-distance trip to Savannah.  Recall that since the Fall, Amtrak was "testing" the merging of 89 with Regionals 181 on weekdays, 121 on Saturdays, and 131 on Sundays. That "testing" quietly went away by  the January general timetable change,  and the procedure became permanent.  Therefore if it means anything, 89 began making a lot more stops than it did before it absorbed the Regionals.  It probably had a lot more passengers on board than it would have if it was still restricted (first discharge Alexandria before last Fall).

Progressive Railroading, 4/4:

NTSB, FRA launch investigations into Amtrak derailment

SNIP

U.S. Sen. Richard Blumenthal (D-Conn.) said the derailment demonstrates the need for the nation to rebuild its "crumbling rail infrastructure" to ensure safer operations. He noted yesterday's accident comes less than a year from the crash near Philadelphia in May 2015, which resulted in eight fatalities and more than 200 people injured.

"We need answers immediately — and I am pleased the National Transportation Safety Board has already launched an investigation to find all the facts," Blumenthal said. "Whether due to basic human error or insufficient safety protocols, a massive section of the Northeast Corridor is again shut down, disrupting our economy and upending lives."

Strong evidence suggests that two Amtrak construction workers killed in a train crash made a "colossal" mistake by being on the wrong line, a source close to the investigation said Monday.

AP 4/5:

Officials: Amtrak engineer hit brakes seconds before crash

CHESTER, Pa. (AP) -- The engineer of an Amtrak passenger train applied the emergency brakes five seconds before it struck a backhoe sitting on the same track, killing the backhoe operator and a track supervisor, federal officials said.

The train was going 106 miles per hour in a 110 mph zone, the National Transportation Safety Board said on Monday. No one on board was killed, but more than 30 passengers were injured. The injuries were not considered life-threatening.

NTSB investigator Ryan Frigo said videos showed construction equipment on the track and a contractor's equipment on an adjacent track before Sunday morning's crash.
