From Midwest High Speed Rail Association website, 4/14/16:

Amtrak Railcars Delayed

New railcars, meant for Missouri, Illinois, Michigan and California have been delayed and could lose important federal funding if the project is not completed on time. In 2012 Caltrans and IDOT awarded a contract for up to 430 bi-level passenger railcars to be built by Nippon Sharyo in Rochelle, IL.

UPDATE!   Press release from California DOT:

Press Release

Caltrans Amends Multimillion Dollar, Multi-State Railcar Contract

Railcars to be Built at Siemens California Facility in Sacramento

SACRAMENTO — Caltrans announced today that Sumitomo Corporation of Americas (Sumitomo) along with Siemens will be fulfilling a $371 million multi-state contract for new railcars to be used throughout California and the Midwest. The newly finalized contract will supply 137 single-level passenger railcars, 49 to Caltrans and 88 to the Illinois Department of Transportation (IDOT). The production of these new passenger coaches will support hundreds of skilled and high-wage manufacturing jobs in California and are 100 percent "Buy America" from suppliers in California and across the country.

"This contract is moving full-speed ahead and that is good news for Californians, both in terms of job creation and better passenger rail service. Caltrans and IDOT are ready for these new railcars to provide additional seating capacity for our busy trains and support planned improvements to passenger service."

Malcolm Dougherty, Director, Caltrans

"Siemens is excited to work with Sumitomo in their partnership with Caltrans and the IDOT by building 137 new passenger coaches at our Sacramento, CA rail manufacturing hub. These coaches will use the industry's latest, proven rail technology to provide passengers with a safe, modern and highly comfortable ride."

Michael Cahill, President, Siemens Rolling Stock

The new coaches will be used on the intercity rail lines throughout California that serve almost 6 million passengers annually on the Pacific Surfliner, San Joaquins & Capitol Corridor. The new cars will come with spacious, modern interiors that focus on passenger comfort and convenience, such as Wi-Fi, spacious seats with convenient power outlets, large windows with great views for all passengers, bike racks, overhead luggage storage, work tables, state-of-the-art restrooms with touchless controls and full ADA accessibility throughout the cars.

The first cars are expected to begin production within the year.

"The CCJPA appreciates Caltrans' efforts to bring these new California-manufactured passenger rail cars to the state's successful intercity passenger rail program. "These new rail cars will ensure that the California intercity passenger rail fleet can support future service expansion plans for these popular intercity rail corridors."

David Kutrosky, Managing Director, Capitol Corridor Joint Powers Authority

Are these based on the Brightline rolling stock?

Yes. The brighline cars do not have traps because they plan to have hi level platforms. This order will have to be modified. From what i understand this is a relatively standard modification. These cars are similar to the ones used on the jet rail service in Austria. They have low level platforms there.

Great to see that, because this order needs no more delays. Siemens did a good job with the Charger locomotives and Brightline coaches.

San Jose, CA Mercury News, 11/14/17:

New train cars to increase capacity on Capitol Corridor, San Joaquins and Pacific Surfliner routes

Commuters heading into the Bay Area on the San Joaquins or Capitol Corridor routes can look forward to a little more breathing room: Caltrans announced last week a $371 million contract for new train cars.

More

The cars will add some extra capacity, said Caltrans spokeswoman Vanessa Wiseman, but they will also allow Caltrans to retire aging train cars and reduce the number of cars it leases from Amtrak.

So they can finally get rid of NJ TRANSIT's hand-me-downs.

Chicago Tribune, 11/14/17:

Rochelle rail-car plant loses $352 million Amtrak contract to California

A Japanese rail-car maker with a manufacturing plant in Rochelle has lost a lucrative contract to build high-speed Amtrak passenger trains after years of safety problems, technical failures and layoffs.

Nippon Sharyo lost the contract from the California Department of Transportation, originally valued at $352 million, to Sumitomo Corporation of Americas and Siemens, the department said.

Although led by California, the contract involved the participation of multiple states, which were able to acquire modern high-speed rail cars at a lower price by banding together.
