Honolulu rail authority partners with Ernst & Young to study use of public-private partnerships

 

 

Honolulu rail officials have brought on Ernst & Young Infrastructure Advisors LLC to study the potential use of a public-private partnership for the remainder of the 20-mile elevated rail project.

Ernst & Young will then provide recommendations to HART and the city as to whether a market of potential interested parties is available specific to the Honolulu rail project.

 

“We look forward to getting right to work with the members of the Ernst & Young Infrastructure team,” HART Executive Director and CEO Andrew Robbins said in a statement. “HART has an opportunity to bring global best practices to Hawaii by evaluating the potential for a P3 to help address the remaining challenges the project faces as we look to build the last segment in the City Center section.”

HART seeks public-private partnership for Honolulu rail project

 

 

The Honolulu Authority for Rapid Transportation (HART) and city and county of Honolulu late last week issued a request for proposals (RFP) for a public-private partnership (P3) to help finish the area's planned 20-mile transit-rail system.

The chosen bidder would complete the City Center guideway and stations, as well as the Pearl Highlands Transit Center and Garage. The bidder also would sign a long-term operations and maintenance agreement for HART's rail system.

The Honolulu Authority for Rapid Transportation (HART) and the City and County of Honolulu (City) are soliciting sealed proposals for the Honolulu Rail Transit Project’s City Center Guideway and Stations/Pearl Highlands Design-Build Finance Operate and Maintain (DBFOM) Contract.

 

 A non-mandatory PRE-PROPOSAL CONFERENCE will be held on October 15, 2018 at 1:30 p.m. (HST) at 1099 Alakea Street, Suite 150, Honolulu, HI 96813.   

 

SEALED QUALIFICATIONS PROPOSALS responding to Request for Proposals are due no later than 2:00 p.m., Hawai‘i Standard Time (HST) on December 21, 2018 at the HART Project Office, 1099 Alakea Street, Suite 1700, Honolulu, Hawai‘i, 96813.

With the deadline now past, many wonder how much the last leg of Hawaii’s first light-rail project will cost

 

 

Could the final leg of the Hawaii’s first light-rail system cost as much as $2 billion? The Honolulu Authority for Rapid Transportation (HART) says no, but hints on how bidding has gone for the public-private partnership are suggesting it could go well over the $1.4 billion the transit agency originally budgeted for the project.

 

Tutor Perini Corp. is one of the companies that have been vying for the final portion of the 4-mile line, and said its bid was over $2 billion. The contractor did not say what was involved in the bid. The P3 deal includes design, construction and a 30-year operations and maintenance component. Three other firms also are believed to be involved in the bidding process. One originates out of Spain and the other two are from Japan.

 

The deadline to award the final phase of the project, which also will include eight stations in downtown Honolulu, was Aug. 27. ...
