From the Inquirer web site

Switch failures at the peak of the evening rush crippled all of SEPTA's Regional Rail lines, causing delays of an hour or more and stranding thousands of commuters on packed station platforms.

The agency cancelled several trains and suspended service on the R6 Norristown line. Some lines resumed running about 6:30 p.m.

By 7:30 p.m., trains running an average of 30 to 45 minutes late.

SEPTA engineers discovered the problem about 5 p.m. at the transit agency's 16th Street Junction, a switching yard in North Philadelphia... Twenty minutes later, the entire system ground to a halt.
