Port Authority adding weekend service to ease impact on affected riders

Weekend PATH service on the 33rd Street line in Manhattan will be suspended starting in early August as part of a comprehensive, federally-mandated safety initiative to install a new computerized signal system designed to improve passenger service and safety.

Service on the 33rd Street line will be suspended from approximately 12:01 a.m. on Saturdays until 5 a.m. on Mondays, a schedule that is set to continue most weekends through December 2016, with the exception of major holidays. Regular weekend service will continue on the Newark-World Trade Center (WTC) line and between Journal Square and Hoboken.

Direct service between Hoboken and WTC, normally not available on weekends, also will be introduced.

PATH riders affected by the closures may travel to the WTC station, which offers easy and accessible New York City subway service to uptown destinations. While service is suspended, shuttle buses will be provided, making stops between the WTC and 29th Street along 6th and 7th avenues. The weekend closures will impact the Christopher, 9th,14th, 23rd and 33rd street stations.

Further updates, bus maps and details will be provided as available through the Port Authority’s website, www.panynj.gov/PATH.

The 33rd Street PATH line upgrade is part of a multi-phased plan to improve the system and provide riders more frequent rush hour service. Additional weekend closures on the system will be necessary next year on a schedule to be announced.

At the center of the project is installation of Positive Train Control (PTC), an updated safety-enhanced system that the federal government has mandated be completed by the end of 2018.

Allotting this work time is vital to upgrading PATH to improve current and future service. In addition to safety enhancements, this work will provide PATH riders increased reliability in the future, as well as lay the groundwork for increased passenger capacity.

As part of the Port Authority’s 10-Year Capital Plan, PATH also will upgrade the signal system with Communications Based Train Control (CBTC), which continuously calculates and communicates a train’s exact position, speed, travel direction and safe braking distance. Trains then will be capable of running more frequently and closer together, leading to a projected increase in rush-hour service on PATH lines of up to 20 percent. Additionally, the CBTC system also will allow for further enhancements such as real time information in PATH stations.

PATH PLANNING JULY 27 FACEBOOK LIVE PRESENTATION ON UPCOMING SUSPENSION OF WEEKEND 33RD STREET LINE SERVICE

PATH will be Facebook livestreaming interviews with key officials as part of an ongoing effort to provide the public with the most up-to-date information on the PATH capital plan and the suspension of weekend service on the 33rd Street line for federally mandated service and safety improvements, starting Aug. 6.

The live feed is scheduled to begin at 12 noon on Wednesday, July 27 and will run about 45 minutes. Viewers can access it through http://www.facebook.com/panynj.

The session is the latest in the PATH Education Series and will feature insights from PATH Director/General Manager Mike Marino and Assistant Superintendent Kevin Lejda. They will provide background on the weekend service suspension plan, outline alternative travel options for affected passengers, and discuss the installation of federally mandated communications equipment to upgrade service and safety. There also will be a Q&A period for viewers to ask questions.

Weekend service suspensions on the 33rd Street line are expected to run through mid-December. PATH has held four public meetings in New Jersey on the upcoming closures and a fifth is scheduled for Tuesday, July 26, from 6-8 p.m. at the Hotel Pennsylvania, 401 7th Avenue (at West 33rd Street) in New York.

A brief thought on PATH bustitution


Due to a variety of circumstances — a post-Sandy rebuild, Positive Train Control installation — the Port Authority has had to shut down one of the two trans-Hudson PATH tunnels at various points over the past few years. The agency has come under fire for not providing alternate service, and they rang up quite a bill for ferry subsidies when the WTC tunnel was out of service. Now, with PTC installation coming to the 33rd St. line, service from Hoboken to Midtown will be out every weekend between now and late December.

ADVISORY - PATH TO OFFER VOUCHERS TO CUSTOMERS AFFECTED BY WEEKEND SERVICE OUTAGES WHO ARE USING DOWNTOWN BUS SHUTTLES

Starting this weekend, PATH riders affected by weekend service outages on the 33rd Street line will be able to use their SmartLink or Metro cards to board the PATH shuttle bus at the Seventh Avenue pick-up stops for travel downtown to PATH’s World Trade Center station.

Previously, PATH customers could board the shuttle bus only using vouchers that needed to be picked up at the World Trade Center PATH Station. Vouchers will still be required for boarding the bus at the WTC pick-up stop (located at Church and Warren streets) to travel to 29th Street along Sixth Avenue.

However, customers who are originating closer to PATH’s closed 33rd Street line stations can now use either returning round-trip bus vouchers, SmartLink cards or Metro Cards for access to a shuttle bus.

After closely monitoring the shuttle bus operation over the past two weekends, the change was made to accommodate requests from customers asking for this modification in the bus shuttle voucher system. The closures on the 33rd Street line were instituted for the installation of new communications signals and other equipment to meet federally mandated safety and security upgrades. Weekend service suspension went into effect August 6 and is scheduled to run through December 19.

PATH riders are advised that PATH’s 33rd Street line will be closed again this weekend to accommodate ongoing installation of federally mandated safety and security upgrades and necessary maintenance.

The temporary Hoboken-World Trade Center PATH service is also resuming this weekend, as is the schedule of shuttle buses in Manhattan available to riders affected by the 33rd Street line weekend closures. Further updates, bus maps and details can be found on the Port Authority’s website, www.panynj.gov/PATH.

The 33rd Street line had been temporarily open for weekend service over the Labor Day weekend. The weekend service suspension program went into effect Aug. 6 and is scheduled to run through Dec. 19, excluding major holidays. The next weekend that 33rd Street service is scheduled to operate will be the weekend of Veterans Day.

Temporary Hoboken-WTC weekend service suspended this weekend, will resume Saturday, Nov. 19.

The Journal Square-33rd Street PATH line via Hoboken– closed on weekends since Aug. 6 for federally mandated service and safety upgrades – will be open and operating this weekend, in recognition of Veterans Day and anticipated increases in ridership demand over the weekend. The 33rd street line weekend closures for construction and repair work will resume Saturday, Nov. 19 at 12:10 a.m.

With the 33rd Street line operating this weekend, the temporary direct weekend Hoboken-to-World Trade Center PATH line will not be running. That service was added to ease travel burdens on riders affected by the 33rd Street line service suspension. Weekend Hoboken-WTC service will resume Saturday, Nov. 19.

Free weekend shuttle bus service in Manhattan will also be suspended. That service is only offered as a travel option for affected PATH riders traveling between WTC and West 29th Street during the 33rd Street line weekend closures. The bus service will resume as a weekend alternative on Nov. 19.

The Journal Square-33rd Street PATH line via Hoboken– closed on weekends since Aug. 6 for federally mandated service and safety upgrades – will be open and operating throughout the Thanksgiving weekend.

With the resumption of weekend service, there will be no direct Hoboken-World Trade Center service, and shuttle buses that normally carry PATH riders as a travel option from the WTC to West 29th Street also will be not be running on Saturday/Sunday. The 33rd street line weekend closures for construction and repair work will resume Saturday, Dec. 3 at 12:10 a.m. as will direct weekend Hoboken-WTC PATH and shuttle bus service.

On Thanksgiving Day, the 33rd Street line will run on a Saturday schedule. On Friday, the line will operate on a 10-minute schedule during daytime and early evening hours. Regular weekend service will be in place Saturday and Sunday.

The Journal Square-33rd Street PATH line via Hoboken, closed on weekends since August to accommodate the installation of federally mandated service and safety upgrades, will resume full weekend service starting Christmas Eve.

The final weekend of service suspension, which has enabled PATH to install new state-of-the-art communications, signal and federally mandated safety systems on the 33rd Street line, will run from 12:10 a.m. Saturday, December 17 through 5 a.m. on Monday, December 19. The line will also be out of service this weekend during the same time period.

Direct weekend Hoboken-World Trade Center service, which was introduced to minimize ridership impacts during the service outages, will be available the next two weekends while service is suspended, but is to be discontinued on weekends starting December 24, as originally planned.

The shuttle buses PATH has offered during the weekend outages to passengers traveling from the WTC to West 29th Street will be running this weekend and on Saturday/Sunday, December 17-18, but will also be discontinued once full weekend service is restored to the 33rd Street line.

Riders thanked for their patience and perseverance during weekend service outages

PATH's 33rd Street line once again will be fully operational on weekends, starting Christmas Eve, following the installation of new safety and signalization upgrades. Weekend closures began in early August to enable crews to install state-of-the-art communications equipment and cables, as well as perform additional repair and repainting work.

"We are very pleased to be able to complete this phase of the project on time, and we thank our riders for making the best of what was an inconvenience for many of them," said PATH Director/General Manager Michael Marino. The project included installation of Positive Train Control (PTC) to provide additional safety upgrades for riders.

"This project is vitally important for PATH, as we transition to a state-of-the-art system to allow PATH to increase throughput safety. I applaud the work of Mike Marino and the entire PATH team," said Port Authority Executive Director Pat Foye.

During the weekend closures, PATH had been running direct trains between Hoboken and the World Trade Center, and providing shuttle bus service for riders from the WTC to West 29th Street. Those alternative services will be discontinued on weekends starting Dec. 24.

"New signal systems are critical to PATH going forward," said Kevin Lejda, assistant superintendent in PATH's Transportation Division. "PTC and CBTC will reduce the likelihood of human or mechanical errors and provide our customers with an additional layer of safety and reliability."
