Looks like passengers on the under-construction express train to Toronto Airport will have to pay for parking even if they don't even have a car. Or they can continue to take the subway to the TTC Rocket bus...

From the Toronto Star, 8/18:

Keep Union-Pearson express train affordable, councillor urges

Toronto Councillor Josh Matlow fears people will end up being gouged by high fares and a special tax to travel on the rapid transit line from Union Station to Pearson airport.
Matlow is looking to ensure fares are affordable — meaning less than the planned $20 to $30 per person Metrolinx is looking at charging. And he wants to scrap a $2 special fee that would compensate the Greater Toronto Airports Authority (GTAA) for lost parking revenue.

Also the Toronto Star, 8/1:

UP Express fare to include a fee in lieu of airport parking

Metrolinx has agreed to pay about $1.85 per rider on the new airport train to the Greater Toronto Airports Authority, to cover lost parking revenue.
In an agreement some are calling a blatant cash grab, each UP Express ticket will include a $2 airport fee, money the Greater Toronto Airports Authority says will help compensate for lost parking revenue when people start taking the train rather than driving to the airport.
...
“You would think they would be glad to have less congestion of vehicles at the airport. There’s no reason other than a cash grab,” said NDP MP Mike Sullivan (York South-Weston), who has also pushed to have the service priced affordably for the approximately 40,000 people who work at the airport.
...
The Airport Express bus that has shuttled directly between downtown Toronto hotels and Pearson is shutting down Oct. 31. Toronto residents still have the option of using the TTC subway and Airport Rocket bus.

This is just plain wrong. The idea of transit is to give a convenient and affordable alternative to the woes of driving. The idea of taking the train to the airport should be to avoid parking fees -- not being forced to pay them anyhow when you have nothing to park there.

At lunchtime I found a lot of Twitter complaints to @Metrolinx and @UPexpress. They must have taken notice due to these responses:

Thanks for all the interest and feedback on @UPexpress this morning. We've been listening.

Variable pricing (families, students, seniors, groups, etc.) is being developed.

@UPexpress will make a final decision on the business model, which will include fare pricing, in late 2014.

National Post, 4/23/15:

The little airport rail link that could: Most remarkable thing about new train link to Pearson airport is that it exists

There are many things one could say about the new Union Pearson Express line, and all of them would be true to a certain extent. It’s too expensive, say. It’s too loud. It doesn’t have enough stops. But the most remarkable thing about the line, revealed to reporters Wednesday, might just be this: It exists.

The story is here.   Biggest takeaway from this story is that the opening date has been set for Saturday, June 6, 2015.

And now with a marketing agreement between Union-Pearson Express and VIA Rail, one can book travel between the airport and any VIA Rail point. From Progressive Railroading, 5/6/15:

VIA Rail expands service to Toronto airport

VIA Rail Canada Inc. riders can now book a connecting trip between Toronto Pearson International Airport and Toronto's Union Station with the Union Pearson Express in a single transaction, the railroads announced yesterday.

Architectural Record, 6/8/15:

Up to Speed: Toronto Unveils New Union Pearson Express Train and Terminal

A rail link that can transport travelers directly from the airport to downtown is a simple concept, yet one that has never come to fruition in North America until now. On June 6, Toronto began service of its new Union Pearson Express, a train that connects Canada’s two busiest transportation hubs, Pearson International Airport and the downtown Union Station, every 15 minutes in fewer than 25 minutes.

Toronto, ON Star, 6/8/15:

UPX, car or TTC: Which is the better way to get to Pearson airport?

The new airport train should have been the sure winner when three Toronto Star reporters set out on a race to find the better way to the airport.

Toronto, ON Star, 6/6/15:

Union Pearson Express (UPX) opens to the public

It began with a whir, not a whistle.

The Union Pearson Express shook off its training wheels Saturday as it revved into its first full day open to the public. But while the “Tier 4” diesel power is the latest in emissions-reducing technology, the joys of riding a train are timeless.

Ride this.
