NTSB investigating Norfolk Southern employee fatality in Alabama (updated)

BLET identifies worker as 30-year railroad employee

 

WASHINGTON — The National Transportation Safety Board is investigating a Norfolk Southern employee fatality that occurred Wednesday in Decatur, Ala., the agency announced today.

 

An NTSB spokesman said in an email that the incident occurred about 5:15 p.m. when a locomotive engineer was struck by freight cars. Additional information about the exact circumstances of the incident is still being developed. Three NTSB investigators arrived at the site on Thursday and are expected to be on the scene for up to a week.  

 

The Brotherhood of Locomotive Engineers and Trainmen on Friday identified the individual killed as Chris M. Wilson, 55, a BLET member and 30-year NS employee. The BLET’s Safety Task Force will assist in the investigation, the union said.

FRA issues safety bulletin on rolling equipment after engineer’s death

 

Norfolk Southern worker was thrown from locomotive hit by uncontrolled cars

 

The Federal Railroad Administration is warning rail workers about the dangers of rolling equipment following the death of a Norfolk Southern worker last week in Alabama.

“At the time of the accident, [Wilson] was operating a locomotive on the east side of the yard and working with a conductor and brakeman to switch cars. Another crew was switching cars on the west side of the yard and had set out 35 cars. At some point, those 35 cars from the west side of the yard track rolled uncontrolled towards the east, colliding with the locomotive, occupied by the engineer, that was located on the east yard track switching lead. The collision ejected the engineer from the locomotive cab and the engineer succumbed to his injuries.”

SUBJECT: Employee Fatality – Securement of Rolling Equipment
 
The Federal Railroad Administration (FRA) is investigating an accident that resulted in fatal injuries to a locomotive engineer during yard switching operations. At the time of the accident, the fatally injured engineer, who had approximately 30 years of experience, was operating a locomotive on the west side of the yard and working with a conductor and brakeman to switch cars. Another crew was switching cars on the east end of the yard. At some point, a cut of 35 cars from the east end of the yard track rolled uncontrolled towards the west, colliding with the locomotive, occupied by the engineer, that was located on the west yard track switching lead. The collision ejected the engineer from the locomotive cab and the engineer succumbed to his injuries.
 
Although FRA’s investigation into this accident is ongoing, FRA is issuing this bulletin to remind railroads and railroad employees of the importance of ensuring rolling equipment is properly secured at all times, including ensuring:
 
1. Employees understand the importance of complying with railroad rules for securement of rolling equipment;
 
2. Railroads provide employees adequate training on railroad operating rules and procedures for proper securement of rolling equipment;
 
3. Railroads provide employees appropriate periodic oversight of compliance with railroad operating rules and procedures for proper securement of rolling equipment;
 
4. Railroads empower employees to seek immediate clarification of any safety rule, including rules related to the securement of equipment; and
 
5. Railroads remind employees of the dangers associated with improperly secured rolling equipment.
 
The purpose of this Safety Bulletin, which is informal in nature, is to ensure the railroad industry, including railroad employees, are aware of this accident that resulted in a fatality of an employee. As FRA completes its investigation, it may take additional actions regarding this accident.

Preliminary report: NS engineer was killed when locomotive was hit by rolling railcars

WASHINGTON — The Norfolk Southern engineer killed in a Jan. 31 incident in Decatur, Ala., suffered fatal injuries when his locomotive was struck by a group of 35 railcars rolling on an adjacent track, the National Transportation Safety Board said in a preliminary accident report released today (Wednesday, Feb. 28).

 

The incident occurred about 4:15 p.m., when the group of cars from train A80, rolling on track 7 of the yard in Decatur, struck the locomotive of train A08, working on the yard lead of Decatur Yard. The cars raked along the engineer’s side of the locomotive, severely damaging the cab; train A08’s brakeman found the engineer about 65 feet from the point of impact. He was transported to a hospital, where he was pronounced dead.

Subsequent to the accident, Norfolk Southern issued a “Serious Incident Notice” advising employees to conduct job briefings to evaluate hazards, review hand brake requirements for unattended on-track equipment, and follow safety instructions during switching, and the Federal Railroad Administration issued a safety bulletin on securing rolling equipment [see “FRA issues safety bulletins …,” Trains News Wire, Feb. 13, 2024].  . . .
