With the MBTA one always has to wonder how they are going about counting passengers. Of course the empty seats mentioned in the article speak for themselves, but do they count people with on board head counters, or go by ticket revenues? If it is the latter, well many of us have witnessed how lax the MBTA and its contractor MBCR are at collectiing fares on board ... so that would make the figures misleading.
