Five firms to vie for California high-speed rail project's next phase

The California High-Speed Rail Authority (CHSRA) announced Monday that five construction teams have qualified to bid on the next phase of construction for the plan to build a high-speed rail route between San Francisco and Los Angeles.

Construction Package 4 (CP4) involves constructing 22 miles of track through Tulare and Kern counties. This phase of the project is expected to cost $400 million to $500 million, CHSRA officials said in a press release.

Five Construction Teams Qualified to Bid on Next 22 Miles of the High-Speed Rail in Central Valley

SACRAMENTO, Calif. – The California High-Speed Rail Authority (Authority) today announced that five world-class construction teams with international experience in developing high-speed rail programs are qualified to bid on Construction Package 4 (CP4) - the next 22-mile mile phase of construction through the counties of Tulare and Kern and the cities of Wasco and Shafter.

 

“These five teams represent some of the best in the business for delivering California’s high-speed rail program,” said Authority CEO Jeff Morales. “The amount of interest we receive about the high-speed rail program indicates a competitive market and interest from respected industry leaders who want to be a part of construction and delivery of the first high-speed rail system in the nation.”

 

Meeting qualifications are the following teams in alphabetical order:
- California Rail Builders: Ferrovial Agroman US Corp.
- Central Valley Connection Builders: FCC Construccion S.A. and Corsan-Corviam Construccion S.A.
- Dragados/Flatiron Joint Venture: Dragados USA, Inc. and Flatiron West Inc.
- Salini Impregilo/Security Paving Joint Venture: Salini Impregilo S.p.A. and Security Paving Company, Inc.
- Tutor Perini/Zachry/Parsons a Joint Venture: Tutor Perini Corporation, Zachry Construction Corporation and
Parsons Transportation Group Inc.

 

Today’s announcement represents the completion of the first part of a two-phase procurement process for CP 4. In November 2014, the Authority issued a Request for Qualifications for CP 4. In March, five teams submitted Statement of Qualifications that underwent an extensive review process lead by Authority staff. That process established the list of qualified teams based on experience, technical competency, project understanding, ability to perform and other factors.

 

These five firms are now eligible to submit formal proposals. The Authority anticipates releasing a Request for Proposal in the coming weeks.

 

Work on CP 4 will extend approximately 22-miles through the Central Valley beginning one mile north of the Tulare/Kern County line to Poplar Avenue north of Bakersfield with an estimated cost of $400 to $500 million. This contract contains the Authority’s 30 percent Small Business participation goals and the Community Benefits agreement, which is designed to target disadvantaged workers and provide them with job and training opportunities.

 

The selected design-build firm will be responsible for all work required to design and construct the CP 4. The work will include construction of at-grade, retained fill and aerial sections of the alignment, relocation of four miles of existing Burlington Northern Santa Fe (BNSF) tracks, construction of waterway and wildlife crossings and roadway reconstructions, relocations and closures. This phase of construction received state and federal environmental  clearances in 2014.

Missouri company gets $30m contract to manage high-speed rail construction in Kern County

 

Highlights:

HNTB will oversee creation of the 22-mile stretch for the bullet train

Contract includes inspections, testing, cost controls and risk management

 

HNTB Corp., a Missouri-based engineering and consulting firm, was awarded a five-year contract worth up to $30 million to serve as the construction manager for a 22-mile stretch of high-speed rail construction in northern Kern County.

 

The California High-Speed Rail Authority’s board of directors awarded the contract at its meeting Tuesday in Sacramento. HNTB is headquartered in Kansas City and has seven offices in California. The company was selected from among three firms that submitted statements of qualification for the job.

Five teams of builders competing for a contract to build a 22-mile high-speed rail segment in northern Kern County will have an extra month to prepare their bids.

 

The California High-Speed Rail Authority last week extended the deadline for its Construction Package 4, which runs near the BNSF Railway freight rail line from the Tulare-Kern county line to Poplar Avenue near Shafter, from Oct. 16 to Nov. 13. The Oct. 16 deadline was set when the state originally issued its request for bids in May; the deadline extension was part of an amended bid request for bids issued Friday by the state.

California High-Speed Rail Authority Announces Bid Results on

Next 22-Miles of Construction in the Central Valley

 

SACRAMENTO, Calif. – The California High-Speed Rail Authority (Authority) has identified California Rail Builders as the Apparent Best Value Proposer for the Design-Build Services Contract for Construction Package 4, the next segment of construction through the counties of Tulare and Kern and the cities of Wasco and Shafter.

 

The Authority had estimated the cost of Construction Package 4 to be between $400 million to $500 million, but has determined that California Rail Builders, who bid $347,557,000.00 million, presented the “Apparent Best Value.” The ranking and scores for all Proposers are attached.

 

“We continue to attract world leading design and construction firms who want to be a part of high-speed rail in California,” said Authority CEO Jeff Morales. “People are already and will continue to see major construction projects underway on over 100 miles of infrastructure in the Central Valley as we move this program forward.”

 

California Rail Builders, who is comprised of Ferrovial Agroman US Corp., has designed and constructed more than 65 high-speed rail projects worldwide.  Over the past eight years, Ferrovial has been awarded seven major design-build contracts in North America totaling $8 billion.

 

In the competitive bidding process, five teams submitted Proposals to the Authority for the Design-Build Services Contract. Design-build combines project design and construction into a single contract. The Proposals were evaluated and ranked based on 30 percent for technical merit and 70 percent price. Factors such as an understanding of the project, schedule capacity, project approach and safety were part of the technical scoring. 

 

In November 2014, the Authority issued a Request for Qualifications for potential design-build teams interested in the contract. Five teams were deemed qualified and began competing for the contract. On November 25, 2015, five teams submitted proposals, which were then reviewed by an evaluation panel of Authority staff and a representative from the City of Wasco. 

 

Work on Construction Package 4 will extend approximately 22-miles through the Central Valley stretching from one mile north of the Tulare/Kern County line to Poplar Avenue north of Bakersfield. The Authority will continue to finalize the procurement process and a contract term sheet outlining the material provisions of the current  contract will be presented to the Board of Directors at the January 12, 2016 Board meeting in Sacramento.

Calif.'s High-Speed Rail Charges Up as Expertise, Leadership Look Ahead

 

 

By 2033, the first high-speed rail system in the U.S. will whisk passengers from San Francisco to Los Angeles in under three hours at speeds above 200 mph. The system will eventually extend to Sacramento and San Diego, covering 800 miles and having up to 24 stations. The vision doesn’t stop there. The California High-Speed Rail Authority (CHSRA) is working with regional transportation providers to implement a statewide rail modernization plan that includes local and regional rail lines to meet 21st century transportation needs.

Building the first U.S. and California high-speed rail system is a step-by-step process. The CHSRA initially released three construction packages that encompass construction on the initial operating sections of the high-speed rail program.

 

Construction package 4 (CP 4) is the third and covers about 22 miles that stretch from one mile north of the Kern County/Tulare County line to Poplar Avenue south of Wasco. It is valued at $444 million of the estimated $77 billion plan to complete the full project.

Major viaduct now complete on high-speed rail route in California

 

 

The California High-Speed Rail Authority and design-build contractor California Rail Builders announced the completion of the Garces Highway Viaduct, north of the city of Wasco in Kern County.

 

The viaduct, which will carry high-speed trains over Garces Highway, is the second structure completed in Construction Package 4 and the first finished in 2021.

The Garces Highway Viaduct is located 3 miles west of S.R. 43, along Garces Highway near Scofield Avenue. The project also realigned Scofield Avenue parallel to the high-speed rail line.

 

The viaduct spans nearly 102 ft 4 in. in length and is 52 ft 8 in. wide with a vertical clearance of more than 15 ft.



 

“Completion of the Garces Highway Viaduct is a great way to kick off another year of construction,” said Garth Fernandez, the Authority’s interim Central Valley Regional Director. “Thanks to the hard work of our construction crews, this project segment is on schedule and we expect to see several more structures completed in Kern County this year.”
