Since the professor's proposal has its basis on El Reno, OK, I post here rather than in rail transit section. 

 

El Reno had the advantage of a disused trackage in downtown.  I don't know if Florence has a similar situation.  Laying track in pavement can get pricey.  That said, the tough part of starting a vintage streetcar operation will be getting policymakers to "buy in."  Once political leaders vote in favor, then applications to government and foundation sources can start.

FLORENCE -- A rail-based trolley system shuttling people from one end of downtown Florence to the other could be a shot in the arm for tourism, and an added boost to business revitalization.
