TAMPA, Fla. (WFLA) — Amid fresh reports that public bus ridership is plummeting on both sides of Tampa Bay, taxpayers are spending $1.6 million to study expansion of the Tampa Historic Streetcar system — a system that has already has long history of losing millions at the fare box.

TECO provides a nice ride in GOMACO replica double truck Birney cars, but the line does not go to trip generation points except maybe "restaurant row" in Ybor City. If the trolley can get into some residential areas, then it might get some commuter traffic.
There is a definite need to link downtown to the airport via a separate light rail line or a monorail. Auto traffic to the airport is hideous. Yes, building a rail link will be expensive, due to land takings and bridgework to cross some expressways; but the payoff to the taxpayers will come in convenience and reduced carbon emissions.

City of Tampa to host public meetings regarding potential expansion of streetcar
The city of Tampa and the Florida Dept. of Transportation are currently conducting a $1.6 million study to explore the idea of expanding the Tampa Historic Streetcar, a system that has previously been considered something of a white elephant since it began operating 15 years ago.
