Service alert from SEPTA's website:

Due to earlier severe weather, as of Wednesday, September 29 at 5:30 p.m. , the R5 Paoli is operating with up to 15-minute delays. Please tune in to traffic reports for further evening and morning commute information.

According to this article, the storm had various effects on rail lines around the area. Above R5 problem was caused by a downed tree. R6 Norristown service was affected as usual by flooding, which this time washed out a bridge, reducing the line to a single track. R8 Chestnut Hill West service was cut from half-hourly to hourly.

Train Commuters Escape Tipping Train

PHILADELPHIA -- The wild weather caused trouble on the tracks Tuesday night.

Several SEPTA regional rail lines were suspended and one train had to be evacuated at the Overbrook station because of flooded track.

Commuter routes reopen as Jeanne floodwaters recede

PHILADELPHIA - Flood waters left from the remnants of Hurricane Jeanne slowly receded Wednesday, reopening commuter routes that had been blocked with mud and other soggy debris.

As of noon on Wednesday, train service was still suspended on the R5 Paoli and the R6 Cynwyd lines because of a downed tree.

Since it is affecting both the R5 Paoli and R6 Cynwyd lines, that tells me that the fallen tree is within Philadelphia city limits, east of Jeff Interlocking before the line crosses into Overbrook.
