Philadelphia, PA Inquirer, 4/17/17:

SEPTA seeking to curb subway panhandling

Ride the Market-Frankford or Broad Street subway lines in Philadelphia long enough, and it's only a matter of time before someone asks for a handout.

The photo in this story is not of the subway, but rather a regional rail train in Jefferson Station.  I am sure that panhandling takes place on those trains as well, especially since crews usually don't challenge passengers for fares between the three downtown stations (Jefferson, Suburban, and 30th Street).  Installation of fare gates for the eventual new smart fare system might help to resolve that issue.
