I had a "bird's eye" view of the derailment site from my room at the Doubletree during my recent Portland visit.

The scene is 1 block south of the Lloyd Center.  The incident train was either entering or leaving a short stub-ended track on NE 11th Ave., across the street from the Doubletree alongside Holladay Park.  This Google Map shows the site:

I only saw 2 trains in the stub during my week in Portland, both during the evening commute hours.  I believe they were staged at this location to provide a Westward "surge" train if needed.  They both remained in the stub for a lengthy time.  The stub could also be used to "short turn" an Eastward train.  I believe trains would leave this track empty and make their first revenue stop at NE 7th Ave. and NE Holladay St.

Very true, Ross.  And when the Portland Vintage Trolley ran on the east-west MAX tracks, it turned at this stub as well.
