Amtrak Releases 15-Year Vision, Calls on Congress for $75B in Support

Amtrak-Connects-US-Fact-Sheet-2021-04-16

Amtrak 15-year vision calls for “improved service in major cities currently underserved by rail like Houston, Atlanta and Cincinnati, and new intercity passenger rail service to cities such as Las Vegas, Nashville, Columbus, Phoenix, and Wichita, with increased access for many towns and cities in between.”

Amtrak has released a report detailing its 15-year vision to improve 25 existing routes, add 39 new routes, and bring service to more than 160 new communities, which CEO William J. Flynn submitted to Congress, along with a letter calling on legislators to consider the railroad’s top priorities to support that vision.

Flynn provided Congress a preview of those priorities earlier this year.

Amtrak’s new report, Amtrak’s Vision for Improving Transportation Across America (download below), is described as “a comprehensive plan to develop and expand our nation’s transportation infrastructure, enhance mobility, drive economic growth and meaningfully contribute to reducing greenhouse gas (GHG) emissions.”

ABC News, 5/27/21

Amtrak seeks $75B in federal funds to expand rail network, add new routes

The plan could improve service for 20 million additional passengers each year.

Amtrak could be coming to a city near you.

The company released its Amtrak Corridor Vision Thursday, detailing its 15-year proposal to use federal money to introduce 39 new routes to its network and add service to 160 new communities.

"Now is the time to invest in our country’s infrastructure and future," Bill Flynn, the company’s CEO, said. "New and improved rail service has the ability to change how our country moves and provides cleaner air, less traffic and a more connected country."

Chicago, IL Sun-Times, 5/27/21:

Amtrak’s bold expansion plan would create daily Chicago-Toronto round trip, increase service to Detroit, Milwaukee

Amtrak on Thursday detailed a sweeping nationwide expansion plan that would give Chicagoans the ability to hop an international train to Toronto, Canada, or ride up to Green Bay, Wisconsin, to watch the Bears play at Lambeau Field.

Amtrak’s pitch, laid out in a glossy 76-page report, also notably increases the number of daily round trips from Chicago to Detroit, Michigan, and Milwaukee, Wisconsin.

America's Amtrak moment could finally be here

(CNN) — Created in 1971 from the creaking remains of the classic US railroads that helped build modern America, Amtrak has often lived a precarious existence.

Subject to the whims of politicians in Washington D.C. and constantly under pressure from the well-funded and hugely influential oil, automotive and airline industry lobbies, the national passenger rail operator has been threatened with oblivion on several occasions.

But as it celebrates a 50th anniversary that few would have been brave enough to predict, there are signs that Amtrak's moment may finally have arrived.

What is most significant right now is the presence of a passionate Amtrak advocate in the White House.

Is Amtrak’s 2035 Map Riding on the Surf Board? (UPDATED)

Written by David Peter Alan, Contributing Editor

Amtrak-2035.jpg

Amtrak is looking to expand its network of passenger trains, for the first time in two decades. The proposal by “America's Railroad” to add dozens of new corridors and state-supported trains to its network has drawn both support and criticism from advocates: support because it marks a new attitude on Amtrak's part favoring expansion (of some sort, at least); criticism because it does not go far enough toward pushing for more long-distance trains or recognizing the contributions of the citizen-advocates who have been calling for more trains throughout almost all of Amtrak's 50-year history.

Whether or not Amtrak’s expansion plans end up going very far is the ultimate issue now before the Surface Transportation Board (STB), in a case concerning Amtrak’s proposed restoration of Gulf Coast service, which would consist of two trains in each direction between New Orleans and Mobile. Amtrak filed a petition before the Board on March 16 (Docket No. FD-36496), under statutory authority of 49 U.S.C. §24308(e), which allows Amtrak to ask for STB intervention to establish a new route or a new train if the potential host railroad does not provide for such operation. As Railway Age reported, Amtrak argued that CSX and NS refused to do their part to get the new service going.

SNIP

As I see it, CSX and NS are fighting this case so hard because they do not want Amtrak to come back with a proposal that could affect freight operations elsewhere more significantly than the Mobile proposal. That is how precedents work, and CSX and NS do not desire the possibility of Amtrak convincing the STB to establish this sort of precedent. From a legal standpoint, they are making the same sort of arguments I would make if I represented them. That does not necessarily mean that an administrative adjudicator would agree with those arguments.

The parties acknowledge that this is a case of first impression for the STB, which normally adjudicates cases about freight rates and allows railroads to abandon lightly used lines (although, at the present time, its members are busy with a Class I merger). The issues in the present case are different, but they could come up often in the foreseeable future. Amtrak plans to establish many state-supported routes between now and 2035, and the freight railroads may be expected to oppose most or all of them, unless extra capacity (i.e. infrastructure) is added at public expense to accommodate new trains. They say such expense is necessary, a contention often disputed.

David Peter Alan is one of America’s most experienced transit users and advocates, having ridden every rail transit line in the U.S., and most Canadian systems. He has also ridden the entire Amtrak network and most of the routes on VIA Rail. His advocacy on the national scene focuses on the Rail Users’ Network (RUN), where he has been a Board member since 2005. Locally in New Jersey, he served as Chair of the Lackawanna Coalition for 21 years, and remains a member. He is also a member of NJ Transit’s Senior Citizens and Disabled Residents Transportation Advisory Committee (SCDRTAC). When not writing or traveling, he practices law in the fields of Intellectual Property (Patents, Trademarks and Copyright) and business law. The opinions expressed here are his own.

Pennsylvania Capital-Star, 6/2/21

Pa. cities could see 15 new round trips as part of Amtrak proposal

PITTSBURGH — In March, Amtrak announced its 2035 Vision plan which included proposals to expand and improve rail service throughout America, with more than 30 new routes and better service on more than 20 existing routes.

Under that plan, Pennsylvania would see three completely new routes serving the eastern part of the state, as well as enhanced service routes throughout the state, including Western Pennsylvania.

Recently, Amtrak released even more details about the 2035 Vision plan, including precisely how many round trip trains it is proposing for each new route. According to the Connect Us report, Pennsylvania cities could see 15 new train round trips. These would connect train travelers to new cities that currently aren’t served by trains — like trips between Scranton and New York City and between Reading and Philadelphia — as well as adding some round trips to cities where service is infrequent and inconvenient, like between Cleveland and Pittsburgh.

Culture Map Fort Worth, 6/17/21:

Faster buses and more Amtrak train routes are proposed for Fort Worth

Fort Worth has two possible transportation projects in the works, one local and one national.

Story is here.

While there's ample TRE commuter service between Dallas and Fort Worth 6 days a week, it might be a good idea and stimulate a little more ridership if the multi-frequency Heartland Flyer could continue east of Fort Worth to Dallas.    Maybe even make a stop in Arlington or near DFW International Airport.

Amtrak’s regional rail expansion faces hurdle from freight trains

Amtrak and the Biden administration have a $75 billion plan to transform passenger train travel across America—but aside from funding, the biggest challenge might be getting the nation’s freight railroads to get on board.
