How NJ Transit plans to keep trains running during a blackout

The problem I have with that statement is that the Morris & Essex Lines and the Main Line don't go to Newark Penn Station. The M&E serves Newark Broad Street, and both go to Secaucus & Hoboken. It would power signals on the Morris and Essex and Main Line up to Newark Penn Station and Secaucus.
