The article doesn't really mention it, but my understanding is that it's ACE trains that would use the bridge. Right now ACE is oriented towards employment in the Silicon Valley. If one needs to go to San Francisco or the East Bay, they have to transfer to CalTrain or Amtrak respectively. Use of the Dumbarton Bridge would allow ACE trains to get to the big city by using CalTrain trackage. However one thing that might hold it back is if CalTrain decides to totally electrify their line, a move made necessary by the plan to run in tunnels to get to the new downtown station. What I don't understand is why ACE would use the Dumbarton Bridge and then turn south towards San Jose, when they already run into San Jose on the east side of the bay.

The case for Dumbarton Rail

In early July, a poll of voters in the nine Bay Area Counties was released showing a solid majority would support up to a $3 increase in bridge tolls to pay for significant upgrades to our transportation system.

This project has suffered from "study-itis" for more than ten years.  I am glad to note the initiative's revival.  Allowing infrastructure to deteriorate is rarely a good thing.  Hopefully, increasing auto congestion and rising property values will give policymakers the incentive they need to provide another rail access to the East Bay.

San Jose, CA Mercury News, 8/14/17:

Proposed Dumbarton rail bridge could be first transbay railroad crossing since BART tube

For roughly two decades, transportation planners and local leaders have advocated for a rail crossing along the Dumbarton Bridge corridor that would connect Caltrain in the South Bay to the Altamont Corridor Express and Capitol Corridor in the East Bay.

SamTrans recommends multimodal approach to Dumbarton Bridge

A phased, multi-modal approach to the Dumbarton Highway and Rail Bridges will improve transport options and times between Alameda and San Mateo counties in California, according to a recently released study.
