This is an extension of the West Side Avenue branch to the shopping areas along Route 440. From NJT's website:

NEWARK, NJ — The NJ TRANSIT Board of Directors today approved a study that explores the feasibility of extending Hudson-Bergen Light Rail service farther west in Jersey City.

The Board approved a $251,000 contract with AKRF, Inc., for consultant services in support of the first phase of an alternatives analysis for the extension of the light rail line. The line would extend from its current western terminus at West Side Avenue Station across Route 440 to a redevelopment zone along the Hackensack Riverfront.

From the Jersey City Independent:

NJ Transit’s board of directors today adopted a plan to extend the Hudson-Bergen Light Rail (HBLR) across Route 440, and authorized its submission to the North Jersey Transportation Authority (NJTPA) for designation and inclusion in the agency’s Long Range Regional Transportation Plan, which would make the project eligible for federal funds.

Certainly this is good news. It's been hashed around since the original system opened in 2000, so this is some long awaited progress. The current West Side Avenue branch was politically motivated. Serving a redeveloping retail area will give many more a reason to ride this portion of the line.

Tap Into Jersey City, 4/15/20:

Work Begins on Westside Light Rail Station

While funding for the expansion of the Hudson Bergen Light Rail line from Westside Avenue to Route 440 has not yet been appropriated, New Jersey Transit is set to upgrade the Westside Avenue station.

Story is here.    Just to clarify, West Side Avenue is an existing station at the end of one branch of the HBLRT.  That branch has been closed since last summer for some underground utility work that necessitated pulling up the tracks.   The closure was supposed to last about 9 months, but with the virus issue no timetable is set in stone.  So any work currently happening at that station is non-disruptive because the station is temporarily not in use.   The extension would take the line further west to a new station in the Bayfront area of the city that is being redeveloped.

Jersey Journal, Jersey City, NJ, 8/13/21:

Are Hudson Mall and strip mall standing in the way of progress on Jersey City’s West Side?

When Jersey City officials look west, it seems all they see is a mall, a shopping plaza and busy highway blocking the path to the Hackensack River waterfront.

Story

This is more about the TOD and existing real estate around a potential extension of the West Side Avenue branch of HBLRT.
