HART in this story is not the one in Hawaii but Hillsborough Area Regional Transit in Tampa.  From HART's blog, 12/19/14:

It's interesting that the article says that nobody really owns the TECO Line Streetcar.  Perhaps it should fall under HART totally, similar to what has happened in Portland with its streetcar's relationship with TriMet, or Dallas with DART annexing the McKinney Avenue Streetcar line and shortening its name to "M Line". Of course that brings to mind Salt Lake City as well, which built the S Line streetcar as part of their system from the start.

In the hands of a regular transit authority, I believe we would see TECO Line service increase dramatically. Gone would be the 12 Noon start of service that totally ignores morning rush hour and late morning travel, and it would become more valuable to everyone. The fact that the article uses the adjective "struggling" in the first sentence is because that is how its operators have chosen to run it.

Extending the existing TECO Line into the downtown core would be helpful too.  As to what form it should take, it can continue as a feeder line if modern light rail progresses in the area, or it can be part of such a line with easy conversion.

Tampa Mayor Wants to Fix the Streetcar He Once Voted Against

“I think that when all’s said and done, it will prove to be an asset to our urban environment,” says Tampa Mayor Bob Buckhorn, listing several must-fixes: It needs to cost less, run more often and get going earlier in the day.

Tampa spending $1.2 million to study streetcar as commuter option

TAMPA — With the outcome of the Go Hillsborough transportation referendum still uncertain, Tampa is pushing ahead with plans to transform the Tampa Historic Streetcar into a genuine commuter option for city dwellers.

Three consulting firms have submitted their qualifications to bid for a $1.2 million contract to study extending and modernizing the 2.7-mile streetcar line that runs from the Channel District to Ybor City. City leaders have identified the project as a critical part of revitalizing downtown Tampa and catering to millennials who want alternatives to the automobile.

It's not going to be a viable commuter option, IMO, until the speed increases.  Creeping through downtown Tampa ain't gonna attract riders.

A better option is to build a monorail from an intermodal site near the cruise ship terminal for a route to the airport.

Sloan, not only the speed, but the operating hours.   Very poor commuting option when it doesn't start running for the day until 12:00 Noon!!!!!

Price tags placed on Go Hillsborough rail and streetcar projects

Two transit projects, including rail service between downtown and Tampa International Airport and the extension of the historic streetcar, could cost a total of $626 million.

I still maintain that monorail to the airport is the best option.  Light Rail will incur huge land acquisition costs as opposed to monorail's minimal footprint. Tampa does not have the luxury of excess land for transit.  The city is already cramped for freeways.
