Proposed plan is agency’s largest ever;Posting begins month-long public comment period

The Port Authority posted for public comment the agency’s largest ever $32.2 billion draft 2017-2026 Capital Plan. This posting on the agency’s website launches a month-long public review and comment period on the proposed 10-year plan. To view the document, click here. The plan includes $29.5 billion in direct spending on Port Authority projects and a commitment to support debt service on $2.7 billion for the Gateway passenger rail tunnel project and related infrastructure – the largest funding commitment by any stakeholder involved in the project to date.

Comments on the document can be submitted through February 15 to publiccomments@panynj.gov. The Board is scheduled to take action on the plan at its February 16, 2017 meeting. Prior to that action, the Board will consider public comments received in order to determine if any modifications to the draft plan are warranted.

The review process will include first-ever public meetings in both states that will be attended by at least one commissioner from each state, as well as the executive director and chief financial officer. Meetings will be held from 5 p.m. to 8 p.m. on January 31 at Port Authority offices at 4 World Trade Center and from 5 p.m. to 8 p.m. on February 7 at Port Authority offices at 2 Montgomery Street in Jersey City. To speak at either of the two meetings, members of the public can register in advance at PAevents@panynj.gov. Registrations also will be available at the door beginning at 4:30 p.m. on both dates.

The development of the proposed plan is the result of the February 2015 Board endorsement of the recommendations of the Special Panel on the Future of the Port Authority, which called for the Port Authority to reassess and update its 10-year Capital Plan to reflect a more focused investment in the region’s transportation needs. Agency staff from the Finance, Engineering, Operations and Capital Planning departments spent hundreds of hours developing a fiscally balanced, comprehensive and prioritized approach to invest in the region’s transportation needs and maintain the agency’s assets in a state of good repair. The Board then spent last year undertaking robust dialogue and discussion about the plan, which culminated with a presentation to the public and the full Board at its December 2016 meeting and a vote to move the proposed plan forward for public review and comment at its January 5, 2017 meeting.

The proposed plan outlines new major capital projects the agency will invest in over the next 10 years. All projects remain subject to Board authorization processes, and are subject to a rigorous “gates” review process before they proceed that looks at agency revenue and the ability to finance them. The significant projects include:

  • A new Port Authority Bus Terminal.
  • The redevelopment of John F. Kennedy International Airport and a new AirTrain system to serve LaGuardia Airport.
  • The redevelopment of Terminal A at Newark Liberty International Airport.
  • The redevelopment of LaGuardia Airport’s Terminals C and D.
  • The extension of the PATH system to the rail link station at Newark Liberty International Airport. (emphasis added)

The proposed plan also includes $8.8 billion – or 30 percent of the total 10-year spending – for critical renewal projects at the agency’s transportation facilities, including nearly $2 billion to restore the George Washington Bridge, $1.4 billion to replace the Lincoln Tunnel Helix and $550 million to replace wharves and piers. The proposed Capital Plan also follows the Special Panel’s recommendation to redeploy $600 million in regional development funds previously allocated to both states.

The proposed Capital Plan includes a commitment to pay debt service on up to $2.7 billion of expected borrowing by the Gateway Program Development Corporation from low-interest federal Railroad Rehabilitation and Improvement Financing loans for the critical trans-Hudson rail tunnel link between New York and New Jersey and Portal Bridge North projects.

The plan also includes $7.6 billion to finish projects currently in construction, such as LaGuardia Airport’s ongoing Terminal B redevelopment project, the Bayonne Bridge, Goethals Bridge, PATH’s signal replacement program, upgrades to the Harrison and Grove Street PATH stations and the port and rail cargo facility at Greenville Yard.

The Port Authority’s Board of Commissioners today authorized $57 million in planning funds for the first phase of the PATH system extension to Newark Liberty International Airport, a projected $1.7-billion project that is a key component of the board’s 2017-2026 capital plan and essential to improved regional rail service for the commuting public.

“The Port Authority is committed to making critical investments in a transportation network that supports regional growth and meets the demands of the millions of people who live, work and visit the region,” said Port Authority Chairman John Degnan. “This planning effort will provide analysis of key components – ridership data, cost updates, environmental and economic impacts – to help the agency continue to evaluate the project before moving forward with construction.”

“Our 10-year capital plan dedicates $32 billion towards strategic investments to support the modernization of critical transportation infrastructure,” said Port Authority Executive Director Pat Foye. “This project improves transportation access to Newark Airport while extending PATH’s trans-Hudson network in Newark.”

Subject to completion of the environmental review process and project authorization by the Port Authority board, the project would include a new station in Newark’s South Ward Dayton Street neighborhood, a new rail yard facility and modification of existing platforms at Newark Penn Station to accommodate increased passenger flow.

Today’s authorization provides funding critical to move the project through preliminary design and the required environmental review process. It includes funds for environmental and transportation services, including preliminary engineering work as well as program and project management services.

Currently, the PATH Newark-to-World Trade Center line’s western-most point is Newark Penn Station. The project will extend the line west through the Dayton Street neighborhood in Newark’s South Ward, ending at the Newark Liberty rail link station.

Once approved, construction of the extension is expected to begin in 2020 with full revenue service to start in 2026. As a multimodal transportation hub, the new station also will reduce traffic congestion and provide environmental benefits through increased use of public transportation.

The Port Authority is hosting two open house meetings this week in Newark for the public to review and provide input on the proposed extension of PATH service on the World Trade Center-Newark Penn Station line to a new station off Newark Liberty International Airport, east of Frelinghuysen Avenue at Noble Street

The first scoping meeting will be held Tuesday, November 28 at the Weequahic Park Sports Authority Community Center, 92 Carmichael Drive in Newark from 5 p.m.-8 p.m.

The second meeting is scheduled for Thursday, November 30 from 5 p.m.-8 p.m.at the Hilton Newark Penn Station, Garden State Ballroom, 1048 Raymond Boulevard in Newark.

At these meetings, the public will be able to review project information, talk with members of the project staff, and submit comments. The meeting presentations/materials will be the same for both dates.

The purpose of the proposed project is to improve transit access to employment centers in Newark, Jersey City, and New York City for New Jersey commuters and increase transit options to Newark Liberty for air travelers and airport employees.

5 reasons Port Authority should not extend PATH train line to Newark Airport

 

Talk about the Port Authority extending the PATH train to Newark Airport has been around for quite some time. For New Jersey residents living near a PATH station or even New Yorkers looking to flock to Newark Airport for a departing or return flight, it sounds pretty convenient.

A PATH train from NYC to Newark is the best option, group says, even if it costs $1.7B

 

 

You might consider these recommendations the rules for making a proposed $1.7 billion PATH rail line extension to Newark Liberty Airport attract more riders, earn revenue and help a nearby Newark neighborhood.

 

A Regional Plan Association report released this week made recommendations to make it more useable by travelers and airport employees. It also stressed the importance of access to the airport station for residents of adjacent Newark neighborhoods to make it easier for them to get to airport jobs and spur redevelopment.

 

“The recommendations are not just to build the extension, but to build things needed to make it effective,” said Nat Bottigheimer, RPA’s New Jersey Director. “We see a potential to increase ridership from the city in the morning and outbound (from the airport) in the evening. We see a potential for huge economic development activity on land around the airport.”

The need for a PATH extension to the airport has been a cause of debate for years. When the original station was built along the Northeast Corridor, room for a PATH station was roughed in. Some earlier plans had PATH continuing beyond the Airport then turning west to Westfield, to give direct airport access from another direction. So having it only go as far as the airport station is really a scaled down version or perhaps an incremental approach.

   OPINION: The Port Authority’s Wrong Moves at Newark Airport  

 

 

The Port Authority of New York and New Jersey is planning to spend an astonishing $3.7 billion in order to extend the PATH train closer to Newark Airport, and rebuild the worn-out Newark AirTrain. Its ostensible goals are to improve access to and from New York City and to stoke economic development in the neighborhood adjacent to the Newark Airport Station.

New rail station to be built ahead of delayed PATH Newark Airport extension

 

Residents of Newark’s South Ward, who asked for rail service as part of a proposed PATH line extension to serve Newark Airport, will get a rail station sooner and not have to wait for the larger project to be funded and built.

 

Port Authority commissioners are scheduled to vote Thursday on authorizing $12 million for preliminary design and planning work for a new South Ward multi-modal station on the Northeast Corridor Line to serve south Newark and Elizabeth, dubbed the EWR Station Access Project.

 
 

However, it will be a NJ Transit train taking them to and from the airport instead of PATH.

PATH almost makes it there.     The layup tracks, those that allow trains to be both stored and moved from the Newark Penn arrivals level on the topmost floor to the departure level (the same floor as where other trains stop at Newark Penn), do get into the South Ward.    IMHO having another station on NJT trains between Newark Penn and Newark Airport is going to be too many stops for the commuter trains, even if temporary.
