From Washington, DC Post, 11/8/05:

Amtrak will be subject to tighter spending oversight by Transportation Secretary Norman Y. Mineta, who controls the disbursement of the passenger railroad's subsidies, after a U.S. report criticized its spending policies.

This story broke a day or two before the events of Wednesday 11/9/05. But one has to wonder if this had anything to do with Gunn's termination. With his power diminished, it would not surprise me if it eventually came out that Gunn requested that he be removed from his position.
