I believe that the thinking is that a rail link betwen these two cities can not work untill both cities get transit systems up to snuff. There is no point in delivering a lot of people to a city by rail if they have no good way to get where they want to go. Phoenix is ten years away from being ready, Tucson does not have much in the works. Another thing to consider is that I-10 between these cities is 75mph and so often transit time by car is relatively fast. Rail would need to be fast also. I personaly hate driving this stretch of road because it feels unsafe due to congestion and idiot drivers, and bet that others do also.
