The National Passenger Railroad Corp., or Amtrak, as it’s known, has entered a crucial period of its existence. Created by the Rail Passenger Service Act of 1970, Amtrak has always represented a somewhat minor transportation contingent compared with the powerful highway and aviation lobbies.
