This development has a complex history. Colorado Railcar ["CRM"] had their mfg plant with one banker, and their line of credit with another. Thus the real-estate bankers were able to foreclose on the property and recoup their loan proceeds without further losses, borne by the credit lender. That loan ended up in the portfolio of a smaller bank [Hypo und Vereins-Bank] outside Munich, Bavaria, with about a $15 million overdraft. Those bankers pulled the plug and put the secured assets, minus the real estate, up for bid. The entity in Columbus, Ohio apparently purchased the assets for some minor sum, possibly 6 cents on the dollar, and moved the guts of the plant out of Colorado. It is asserted by others that some or all of the funding actually came from Stimulus funds via the Ohio Legislature, although that is unconfirmed.
You may anticipate that the CRM railcar designs will end up being reintroduced, I would speculate the first order being from the Ohio DOT for internal use in Ohio. Where it goes from there is anybody's guess. At this point it appears that all of the jigs, fixtures, tooling, computers, design materiel, inventory, and the rest all has been moved out. What remains unclear is if the Columbus entity has any connection with the tank-car builder in St. Louis, Missouri, with a similar name. Certainly the tank-car builder has the technical expertise to fabricate the metal shells.
