Three years ago, discussions of a streetcar in Charlotte proved so divisive that a mere engineering study for the project gained approval only after overcoming a mayoral veto.

Charlotte, N.C., city officials Tuesday said work on the proposed 1.5-mile starter streetcar line would commence before the end of the month.
