One contributor is higher gas prices, and they have not mirrored the nationwide drop. Part of that can be explained by the BP Cherry Point Refinery up in Ferndale. THey only recently got the go ahead to get back to full speed after the fire in February. That is the largest refinery in the region, and one result on capacity concerns at the other refineries, lead to tankers returning to Valdez full! The lag time getting back up to full speed, will probably see prices stay above $4 per gallon for a little while longer. The average around here is $4.28 per gallon, in my neighborhood, regular is $4.41 per gallon.
