Look. This is the textbook purpose of an RTA. They are doing their job. More cities should have them.
That said, the overlap is probably mostly CTA buses and PACE (which operates suburban buses), but surely there are PACE buses that duplicate Metra commuter rail and CTA heavy rail lines. Ideally, have the buses feed the trains wherever possible. It's just a shame that heavy rail does not feed commuter rail in downtown Chicago (about 3 block walk) as well as it does in other cities.... although there are closer connections between particular lines in Oak Lawn and Evanston.
