Long delayed, already well over projected budget, and there are rumors of it becoming a nightmare for commuters with a complete station shutdown...

But it needs to be renovated, expanded, widened, illuminated etc. The place simply is becoming a dumpe, they can barely keep the fake ceiling up anymore!

Because the plaza above it is a brick wasteland and the city prefers to have something to make the place look less dreary...

Right. It's Government Center. The center of government. The city employees have to see that stuff every day, so why not throw in a nice tower to make it look nice.
