They do mention the new Norfolk train, which would serve the Ettrick station as it passes by there. But if they move the station further south into Petersburg, would the new station site be north or south of the junction where the train will turn east towards Norfolk?

Not sure... it appears to be right near where the route will connect from NS. Collier Yard is just to the south, but they say north Collier Yard.
